the absoloute largest non-modded game in the world is cossacks 2 napoleonic wars. the maximum units on the screen is 64 000 where as the total war series can only field 10 000.
each unit is usually only used in regiments of 120 (45 for cavalry)
the game features moral realistic 20 secound reload times and is probably the most historically accurate games ever, plus, IT ROCKS! but in order to enjoy the game you must be accustomed to micro managing. i downloaded the demo it was cool!

cossacks 2 is before steam. im not shure how you play it it may have it's own online server but not shure
