Mech Arms as Weapons

I have a robot. It has arms. The arms can punch things because robot arms. But they are still arms. The question is, when drafting stats, would the arms be bought as weapons equal to size or as free weapons used only as a shove?

If they can be used as weapons then you buy them as weapons.
