im currently designing rules for my Daleks, and at some point they had small flamethrowers in their sink plunger arms, how would you use a small flamethrower?

Just treat it like a Flame Gun (M):
UR: 2 / Range: 5" / Damage: 1d4+1 Fire

Like all flamers, it'll have a minimum of 1 Firing Arc, -1 penalty for each Arc, and size modifiers affect damage rather than Use Rating; obviously Fire rules apply.

All weapons can be purchased as Size 1 versions for a minifig to hold in 1 hand (Machine Guns become SMGs/Machine Pistols, BlastGuns become Sawed-off Shotguns, etc)

So if we look at the flamethrower scaling formula:
FlameThrower: Cost:WSx3CP Use:WS+1 Range:(WSx2)+2" Damage:WSd4 Fire Notes: min. 1 Firing Arc, -1 Auto Penalty per Arc

And plug "1" in for WS, we get:

FlameThrower: Cost:1x3CP = 3 CP Use:1+1= 2 Range:(1x2)+2" = 4" Damage:1d4 Fire Notes: min. 1 Firing Arc, -1 Auto Penalty per Arc

Or, without the math scribbles:

Size 1 FlameThrower (Flame Pistol): Cost:3 Use:2 Range:4" Damage:1d4 Fire Notes: min. 1 Firing Arc, -1 Auto Penalty per Arc

The stats Rev. Sylvanus gave you weren't inaccurate, they were just for the Bastard FlameThrower (FlameGun). A Bastard weapon is to a Size 1 weapon what a Heavy Weapon is to a Hand Weapon or a Rifle is to a Pistol - basically, a Size 1.5, appx. halfway between a portable Size 1 and a hefty Size 2.

(WS*3) for cost,WS+1 for use, [(WS*2)+2] for range,(WS)d4 for damage, say you used 3 inches for the size, you'd get
9cp cost, 4 use, 8 inches range, and 3d4 damage
with 4 inches long, you get:
12cp cost, 5 use, 12 inches range, 4d4 damage
with a foot long flamethrower (12 inches) you get:
48cp cost, 13 use (not even a supernatural can use this without help) 26 inches of range, and 12d4 for damage, making it entirely practical when vehicle mounted and equipped with gunnery computers.
