okay, now is the time to decide. blitzen's autofire rules, or billingsly's? there are no other options.
for a refresher, here is each ruleset:
Billingsly's Rules
for an extra cp cost, you may make a ranged (non-explosive) weapon an automatic weapon. it now has a UR that is one lower than it was before, and does an extra point of damage for every amount that the skill is higher than the UR. every unit within 1" of the targer takes damage from the gun, as if hit by a regular shot. upon a critical failure, the gun must be reloaded before it can fire again (takes one turn).
to cover wide areas with machinegun fire, employ fingercones. to hit everything within the angle made by spreading two adjacent fingers (and maximum gun range), make a skill roll against every target in range at -2 to skill. use -3 for a 3 finger cone, -4 for 4 fingers, etc. do not use your thumb until last.
Blitzen's Rules
basically, the same thing, but combined. when attacking a minifig, UR is lowered by 1 just like before, and you can do a point of extra damage for every point above the UR that you rolled. however, you may sacrafice a point of damage to hit something within a 2 finger cone at regular damage, or sacrafice 2 points for a three finger cone, or a 2 finger cone with an additional +1.
i have made my decision, and will vote. you are to make your own decisions. if you feel you have to say why (i'll just use initials) B's rules are better than B's, go ahead and say it.
both have pros and cons. blitzen's combines the two rules rather nicely, but makes it hard for a minifig to do substantial spread fire. Billingsly's rules are simple, but are in fact two rules.

You have a two finger cone doing:
-1 damage
regular damage
+1 (I'm assuming damage)

Actually, IV summarized it wrong. You have -1UR, yes, and for every number you roll over that you can either add +1 damage to a target or add a target within two fingers.
Often, literally, a pillow fight but may include similar situations like volleyball, particularly when wardrobe is skimpy and the action is bouncy.
