Then that's also shoulder mounted, since arms mount to the shoulder.
You can even hard-mount a weapon to the hand itself, if you want. As long as the mount is permanent then it counts as mounted. The thing that distinguishes a "hand-held" weapon is that it's not hard-mounted - it can be dropped or thrown or traded and switched out for other weapons or objects.
