Sure, but aside from CP there's no reason not to just put them in a tank or heavily armored aircraft. There's no real reason for armor and speed to be at odds with each other, again, aside from cost, which I'm pretty sure most people ignore. I think it would add an interesting dynamic if we had some simple way to force people to choose between speed and armor, perhaps by adding an inverse relationship between armor and speed? Each movement inch past some limit determined by armor costs double, and past another limit costs quadruple? That should really force people to consider the value of their CP's (or in the very least make LOL UBERUNIT a little less prevalent).
