Of course we do. This thread's talking about faction-wide abilities. This would be something like "All members of briktoid automata are able to do a 1d8 electric ranged attack at zero use rating" or similar. My Briktoid Space Skeletons were stated to reflect the Battle Droids they are blatantly ripping off, so they have the Marksman Specialty and Armor 2.
Hence why they send Grillions as a threat, they're cheap to produce and repair en-mass.

What about a "factionless" boon that counts neutral parties as single faction, but only for the purpose of assigning the boon to them?
Also, Faction abilities seem less like the abilities unique to chapter of space marines, and more like the keyword unique to an army codex: there are ones that appear every (or most) codexes, and there are ones that are exclusive to one, maybe two codexes.
