Batman would win because even though he can't directly kill someone, he can break all of their arms and legs and just leave them there. If they die from something else then, Batman technically didn't kill them.

Yeah, I don't think most of them have a chance unless he's gunned down or blown up right away. Rorschach could easily kill Gregor, Gimli and the Scotsman in a fist fight. Robocop and the Terminator are different though. Robocop would probably be outmaneuvered by Rorschach, but I don't know if Rorschach could penetrate his armour with anything. The Terminator would have a better chance because of it's raw strength and lack of pain. Rorschach might also have trouble beating a terminator to death.
