I think the head is the right size but the big hair just makes it look smaller.

In all of these pictures, you'd get better proportions if their ankles were about at the height where you have the tops of their boots right now.

Arm length is better on this one, but the elbow needs to be dropped a bit.
Your previous arms were a bit short.

My elbow hits an inch above my hip bone.
My palm/wrist connection is an inch above the top of my inner leg.
