Does anyone have rules for Hi-jacking vehicles? I always thought you would
use a skill roll or something.

I'm pretty sure they're in the rulebook. If not, USE A FUCKING WHAT I SAY GOES ROLL. It's the roll for every extraneous action not covered by the rulebook.

It'd be a shove attack with a response from the target if it fails.

Assuming the target hasn't used up his action on the previous turn.
BrikThulhu eats 1d6 minifigs each turn.

Yes, but if a minifig is armed with a weak weapon (a pistol) attempting to kill someone can be quite the bitch.

Do remember there is a bonus for shooting a stationary target.

Its been my experience that all you need to do is open the car door and say:"I need this".
Works every time.

What are you asking exactly? If you kill the pilot you can use the vehicle immediately, it doesn't need special rules. You don't need to hotwire vehicles or anything.

This option also makes for hilarious cinematic scenes where the hi-jacker is holding on to the vehicle for dear life while the current pilot tries to shake him off...also while they try to kill each other...

Well, I'm asking the rules for one minifig grabbing another minifig and throwing him out the car door.

Shove is 2" and dropping a weapon is a free action.
