For the moment, no, but that is definitely an option Will is currently considering for the future. Right now, however, the only way the Artillery Shells and warheads are available is part of the MAAWS pack.

I can see so many awesome mocs utilizing the shells themselves to spice things up.
also, does Matt know about Brikwars in any way beyond just passing knowledge?

Yes, and you get a launcher for FREE included with every pack of three! It's six bucks.

In actually helpful terms, here's how I'd personally house-rule the different ammunitions, all treated as size 2 explosives:
RED (HEAT): Standard explosive. Deals 2d10 damage in the first 2" and 1d10 to the next 4" of blast radius.
BLUE (HEDP): Large blast radius. Same damage, but at 3" and 6" ranges. Costs +1cp
GREEN (Kinetic): No blast radius, deals 2d8 damage to whatever it strikes, ignoring armor penalties. Same price as regular explosive.
