CardBoard is no material for a rocket.
Nor is candy a fuel.

Alcohols may make good fuel, ethanol, methanol and propan-2-ol (Isopropyl),are readily available.

You could always go an alternative route and make a bottle rocket. A 2L pop bottle and a nose cone and fins is all you need. As for the launcher, all you need is some PVC pipe, zip ties, and a bike pump. We did this in physics class, and those things went pretty freaking high (we launched them vertically). I actually sent my old cell phone up in my group's rocket, and captured some sweet footage of it parachuting down. The nose came off a little too early, so it didn't go as high as it could have, but it was cool.

But actual fuel looks a lot more fun and dangerous. Maybe at some point you could try using sheet metal instead of cardboard. It would definitely make it more reusable, since it wouldn't burn up like Rocket 00 did, although it would require a lot more thrust, and thus fuel.
