Yes, but the invaders are a passing thing, they believe the terrorists will always be there (and they're probably right) and joining the terrorists is also easier than joining any kind of resistance group against them.

Well, yeah. When a militant group is comprised entirely of people who live around you, they've got a lot more control over you than a military organization who just strolled in. It's the same reason gangs are a lot more intimidating than the police. Keep in mind that the military and police both have standards and protocol to uphold, so while they do sometimes break those codes, doing it too much will bring too much attention to what they're doing, and give the resistance more support. Terrorist groups and gangs don't have those kinds of codes, and are thus more willing to do what it takes to "win", no matter how nasty.
