Actually a battle standard gets a specific rule for not causing encumbrance in the 2005 rules.

57. So do the launcher payload rules for travel time and parabolic arc apply to rockets as well? Or do rockets travel in a straight line and impact their targets on the same turn?

Nope, rockets use their own range and firing rules rather than the launcher's.

58. Right, but can you fire them over walls?

59. If a big rocket is traveling 12+ inches, does it close the distance in one turn or take two turns?
