Tank Turrets, Surface or Structural elements

Are turrets mounted on tanks structural elements or are they surface elements and should they count as 1 structure level below structural elements?

The turret is a structural element. The rotator for the turret is a surface element.

The gun barrels sticking out of the turret are also surface elements, if that makes any difference.

wait... that means that the rotator is a surface element to the tank body (unless you are limiting turning sharpness, there isn't enough space for the tank to turn or amount of vehicle turns a game turn, would be useless (actually i retract that they are extremeley useful))

while the gun barrels are surface elements on the weapon?

Basically, if a piece is said to be able to do something, like move or shoot ammunition, it's a surface element. If the piece more or less just sits there and does nothing but provide cover, it's a structural element.

maybe you could count the turret as a separate creation to the hull?

This was how things were done in BW2001. It didn't really add anything in particular to gameplay though, besides a little extra bookkeeping.
