I'd say just count it as equipment on the minifig, and pay for movement just like you would a special creation. But be sure to include the cost in the cost of the fig.

It would just be an item that when worn my a minifig gives them a flight speed as well.

From a thread a while back.
Jump jets are powerful but low-precision. When a jump jet is activated, the minifig chooses the direction he wants to go (vertical, horizontal, whatever), hits the button, and... rolls 1d6. Whatever he rolls, that's how far he goes, and the movement is so fast that he can't take any Actions in the middle. Furthermore, rolling Bonus Dice is mandatory on any Critical Success, so he may end up going a lot farther than he intended.

Silent, you're talking about a jump jet. Jetpacks are more controllable, jump jets just throw you in a direction.

Jump jets are for boosting the jump, a jack pack is for flight.
Unless your takeing about aircraft, but then the correct term is VTOL or S/VTOL.

According to the 2001 rules a jet pack increases a minifig's move by 5" and costs 10 CP.

Generally, making equiptment that improves a minifig costs the same as giving the improvements to the minifig itslef. this could also apply to regular movement increase, or skill improvements

My jumpjets allow for half the move on ground, plus 1D10 sprint if needed either horizontally or vertically.

Remember the K.I.S.S. principle.

Mine is just 4 CP and it doubles movement( and makes it flight too.)
