An anime company as large as TOEI puts out a lot of stuff every year, good and bad. It doesn't hurt their reputation if people don't like a show, I guess. Also Sailor Moon isn't owned by TOEI so the person who's gonna get blamed in Takeuchi since she owns it and allowed them to make a 20th annivers...
