for the armor piercing bullets should this count as firing blind (shooting at the gunner inside a tank or someone behind a wall)

When making up a Ability do u go by your own judgement for how many cp or is there a guide line?

in the 2001 rules there special rules like medik and mekanik can u use those in the 2005 rules?
