It was $20 for the mega pack of weapons (which gives ya a ton) from BrickArms.
I would guess about $5 for the minifigs, I actually spent about $25 for the "Pick A Brick" from lego since I ordered a bunch of other parts.

You can try Paint.net (http://www.getpaint.net/). Its free and supports layers. Works very closely to Photoshop.
