Well I'd say use it as a deathmatch scenario, and the space junk can be used to obliterate the competition. Maybe it could be a space station or carrier wreckage and you salvage weapons off it, and use them to fight each other? Also, instead of saying 40% more tugs than fighters, use a ratio of 3:2 ...
