From the pic, those sort of look like little cans of paint. Cool ideas though.

1. Why can a normal Minifig use size 2 cc weapons but not size 2 ranged weapons?

Two reasons:

-To balance ranged vs heavy weaponry out a bit since ranged has an inherent advantage
-Because CC is cooler
