I enjoyed Fallout: New Vegas for the consequences you could face from blowing something up to just wearing a faction's armor. I'm not sure all the factions on Colette's list qualify as country names anyways. The BrainTrust Initiative, for example, is a corporation and doesn't pay allegiance to any one country.

As for teleporting, I'm not sure. Technically you could just teleport a unit to the surface of the sun and get the same effect, so it may be irrelevant flavor-wise. I think your smoke rules cover a cloaking system just fine as-is. No need to reinvent the wheel. A scanner sounds pretty scenario-specific, so I'd just take out die rolls entirely and say that a scanner-equipped unit can see all cloaked units if they have line-of-sight. It already takes an action to load an explosive into a launcher, so I figured the grenadier should be able to create that explosive as part of the same action.
