Were We Getting Hit By DDOS Attacks?

So a while back everytime I tried to access the forums I kept getting messages that we had exceeded our maximum user allowance or some bullshit. Also, I've noticed our "most users online ever" is now over 800 when it used to be less than 200, which seems a liiittle odd to me. What gives?
