According to Wikipedia, "His size is inconsistent: While he is often shown being about 25 feet (7.5 m) tall from paws to head, Clifford can appear far larger."
Here he is sitting next to a four story building with his head down, dead even in height, which puts him at around 40 feet. If he lifted up his head and stretched he could easily be at least 50 feet, even without the tail. The original King Kong, according to RKO's promotional materials, is 50 feet high, although in the film he is scaled anywhere between 18 and 60 feet depending on the shot.
So yeah, Clifford is totally within King Kong's league if we go by the original film.

Well that settles it then, inconsistency in size is the is the main criteria in determining weather or not something is a kaiju.
