the other team are the cops. Each person who joins only controls one minifig.
If the criminals get to the helicopter, they win!
If the cops capture or kill all the criminals, they win!
The police are only allowed to use their regulation handguns.
However, the criminals can use baseball bats, shovels, shotguns, and bazookas. Actually, there is only one of each. The catch is, you have to find them first. (They aren't hidden very well.)
If the criminals find the $300, they can pay the mafia to help them. If all the criminals are dead/captured, but there is still mafia alive, the cops still win.
