COO stands for Chief Offense Officer, of course.

Mr. Clarke doesn't care much about the ideals of the company, he just likes corporate warfare and his huge solar-powered laser gun. He was promoted to COO after single-handedly blowing up a key Octan factory, although many suspect his story was greatly exaggerated.
