tactics and vehicles will make the difference, but let's not forget giving weaker enemies better guns.
The stats are about the same as my blue berets, but the Tyronian's posses weaker weapons.

The guys themselves cost only 5cp, but they have overpowered guns (1D6+5 I believe

) which would be 9CP, adding up to 14.

The actual grunt figs cost 6CP. They can move 7", which is the same as a Hero, and their skill is the same as an officer. At least put their skill at 1d6.

I don't care cost-wise, I just find it strange that the generic grunt would be stronger than an officer. I think you want the Tyronians to be a larger space empire, comprised of a lot of soldiers. A ton of elite warriors wouldn't be the basic troops in that case. Basic grunts of large empires should be like Stormtroopers, red shirts, basic infantrymen. 1d6 skill, basic movement, starting at basic armor.

My standard nyphilian troopers are normal minifigs with expensive equipment and armor, however my other troopers suffer from over-pricing, the marines and jungle corps for instance.

Hmm.... I am too fond of these troops, but I do have a lot of spare parts and gun ideas....

Just tone down the figure's stats a bit. Don't change the guns, just make the figures a plain minifig. That's all "grunts" are. If you want them to be stronger, give them minifig armor.
