Why is every chapter Chapter 2?

They're not. It's structured like this:
Chapter
number:
chapter name -
section title
chapter 2:building ships and fleets-intro
chapter 2:building ships and fleets-building the main ship
chapter 2:building ships and fleets-weapons
chapter 2:building ships and fleets-special abilities
...
Is the same as...
Chapter 2: Building Ships
Introduction
Building the Main Ship
Weapons
Special Abilities
...
As for birdman... yes, basically.

Also, dilanski, weren't you going to use Lucas's Microscale rules?
