Speaking as someone who doesn't have an inch rule and has always been improvising with a somewhat imprecise version of an "inch rule" built out of Lego, how about changing the measurement from inches to bricks? Then one can truly rule with bricks.

One inch would be one brick. One brick is only 25% longer than an inch. So, I don't think this would change much balancing-wise: Everyone can run 25% further, but everyone can also shoot 25% further while everything is 25% smaller etc.

3 studs is almost exactly one inch. So is two bricks stacked on two plates.

My only complaint is that measuring brik-lengths is actually a lot more time consuming than just whipping out a measuring tape, which can conveniently also measure around corners and along curves etc. But to each his own.

The technic bricks are nearly ideal as measures...

I'm using now two technic brick 15studs lenght, connceted with one 2 stud, but earlier I prepared some other measurements:

And here you can see my current metrics - near the flying ship and hand:

It has a 1/3 pin on every 3'rd hole, so it's really easy to measure, and yes... the inch is very good measure for battle, as it's standard in nearly all battle systems

Off Topic: Chima sets are nearly created by their construct of kindreads for Brikwars... and the 2015 is the last year for them... they finish with few very nice battlepack with banners.
One brick to connect them all...
