A quick question regarding Heavies

So, heavies have a Move of 4". Does this factor in the 2" item they are likely carrying? Or does that subtract an additional 1" from their movement while lugging it around?

I believe that the item subtracts 1 inch of move, yes.
Only problem with silver bullets is the price of silver.
