I always forgot that movement penalty in the old rules anyways.

This has been my biggest focus for the last couple of months. My usual course is to write out everything I can think of, cover every possible base, and then delete 90% of it over the course of playtesting.

Other people do things differently; it's what works for me. It's not the quickest way to get things done, probably.

With regard to general game design, I've always done it that way too.
If you don't start by trying to think of everything, you're bound to miss something.
