For the purpose of charging, does turning in place count as moving, or can a minifig turn let's say 180 degrees and then charge?

I'm thinking about this because it particularly affects how you use cavalry.

On a sidenote, I think this is allowed for units / horses because turning doesn't use up any move inches. Then again, 'technically' turning is a sort of movement.
