Questions about Power and Weapons

1. Why can a normal Minifig use size 2 cc weapons but not size 2 ranged weapons?
2. What is the purpose of the heavy in this regard.
3. How would one stat a static artillery emplacement? Does it need to be on a structure with sufficent power? Can it be powered by the minifigs operating it, if there are enough of them?

Two reasons:
-To balance ranged vs heavy weaponry out a bit since ranged has an inherent advantage
-Because CC is cooler

Hand-held weapons are subject to different restrictions than mounted weapons. If a size 2 ranged weapon is stapled or hot glued directly to the minifig's torso or face, he can use it normally.

It needs to be on a structure with sufficient power. Structures and weapons are free, though, so this won't hurt your budget; you've just got to pay for the minifig firing it.
If your structure doesn't have enough power, whether because it's not big enough or it's taken damage or whatever other reason, there are a good handful of options for power enhancements and gathering power over time.

Weapons can be powered by minifigs if it makes sense to do so - e.g. minifigs winding a catapult by hand or something - but usually this doesn't add a lot of fun. It might be funny late in the game when everybody can afford to spend more attention on individual units and you need the extra oomph to get a damaged weapon working.
