Feats and Actions
I've always treated Heroes as being able to do an Action, and attempt a Feat beside that, but I can't find anything in the rulebook that confirms or denies it. So which one is it?

I've always thought the same, I'm not sure what the rulebook says but, in the words of Captain Whatever from PotC, the code is more what you'd call . . . guidelines.

Well I guess if it says they can take an action, and then it says they can take a heroic feat, and it doesn't say you have to choose, it makes sense that they could do both.
It also encourages you to attempt feats instead of relying on safer auto attacks, which seems to be in line with the spirit of the game.

I've always been very loose with the heroic feat vs action. Most of the time I just ask myself the question: "Does it make sense that they could do both?" There are going to be instances where it does and instances where it doesn't.

There's no hard and fast rule, it just depends on your playstyle and the kind of feat you have in mind. You can start a feat with "as my action" or "in addition to my action" according to whatever feels appropriate. In the same way, your opponent might tack on "and you lose your action" to your failure result if it feels appropriate.

Feats tend to be fudge-heavy because they're so varied anyway.
This has often been my approach. Combined feat and action when it makes sense (like an enhanced attack), or separate feat and attack (like trying to move somewhere they otherwise wouldn't be able to reach and then attack).
