Are you allowed to counter, parry, riposte in close combat when attacked from outside your cone of vision?

For most situations, yes. Most units that are able to engage in close combat are able to turn around pretty instantly, and I think it says in the book somewhere that "no minifig is able to get the drop on another." I may add an exception for stealthy units in the 2010 book, haven't decided yet.

Yes, he did announce the 2010 edition and has shared some elements of it already.
