If you go in to your local chain craft store (like Jo-Ann's and Hobby Lobby here in on the East Coast) you can often find them selling scraps of leftover fabric from various cuts that other customers ordered. If you dig through that stuff, you can often find some cool stuff for a reasonable price, though you're stuck with however many yards are bundled up in there.
I've also seen that you can use super-wide ribbon to use as capes, as pictured here:

Ribbon can be pretty cheap and comes in a pretty wide range of colors. I'd honestly recommend it more, but sometimes you'll find some cool stuff in the fabric scraps.

I'd just use an outline you get off line. for the head hole, you could probably browse a crafts store and find a whole punch that is the right size. Actually, if you find one, let me know!

If you want to match the Lego capes, what I've found that works well is to get some cheap rough fabric (canvas or rough linen or whatever) and give it a nice coat of clear acrylic matte medium thinned with water. That way it'll be waterproofed and won't fray when you cut them to shape.

Just remember that men in capes aren't interested in girls.
