At first I thought that pipe on the engine was a way to redirect the exhaust to the ground.
But seeing the photos, I don't think so.
Now I'm thinking it a water filler boom arm.
Normally that would be mounted at a station water tank.
So weird.
Any idea what that really is?

However the pipe doesn't go directly over the funnel, so I'd guess perhaps something is attached to join the funnel and that pipe when the train gets going, given all the pictures of it are when it's at rest.

Yeah its odd the part is missing.
There is a rod that the whole tube could rotate around after a bracket is unbolted.
When rotated that tube end would be directly touching and over the center of the stack.
Looks like a suspicious coincidence?
Maybe the tube gets rotated up to shoot the smoke out to the side to keep it off the guys on the train, better visibility, except on that side.
