Here in Portugal, there are offers in TRU where they sell this plus a Police Van and a Police motorbike for 60€.

I like it. It's small enough that minifigs can get from one place to another fast, yet big enough for a relatively large force. Plenty of functionality, terrain cover, and multiple levels. It doesn't have many POOP weapons but comes with its own uniformed army.
The problem, in my view, is that it's got three awesome vehicles and not much space in which to use them. You may have to combine this with a few other city terrain pieces to get the full potential out of it.

Kay, from my realistic point of view, it sucks because it has no access from each floor to another.

Pee is a valuable potential projectile weapon that shouldn't be wasted on non-offendable targets like toilets. Unless they are living toilets, transformed from human beings by a particularly mean-spirited curse. In a case like that, peeing on them is totally worthwhile.
