Wait, was that me? Promising a QS painting sounds like the kind of thing I might do but I don't remember doing it.

I haven't seen a version of QS! Ib yet that I've liked enough to want to paint it though. I feel like there's a lot of potential in that character but so far the minifig versions haven't captured it for me.

As depicted here, it's a Vitruvius body and cape, a sugar skull head (check Firestar Toys for examples; I like this one), and a Loki crown painted white. I'm not sure how you'd make the tentacle staff, unless you sculpted it custom.

Looks like a protofig.
But I don't recall there being any specific character of that type.

Oh good, I'm glad Firestar is still selling those. I remember you linking those sugar skulls on the book of faces around Halloween last year, thought it was a seasonal/promotional thing.

But now... it's time Pacifass turns into tangible plastic-ass. Coming whenever I get around to it.
