Or, more importantly, how do you get TTS out, as I have no confirmation that TTS even downloaded?

The one they are talking about is Microsoft Sam, and if you have a Windows system, you have it.

You open Control Panel (sorry, i don't know the name in English) and then you select Voice. Then you will see the window where you can type whatever you want and Sam will say it for you.
