The ADU or Galaxy Squad guys would be a better fit for IG, printed "armor" and a helmet.

And if LEGO City Undercover can be taken as canon, freaking paratroopers. They clap the prisoners in an anachronistic ball-and-chain combo, but for some reason the cops don't seem to carry personal guns?

If the ads I've been seeing are any indication, criminals in Lego City like to use TNT for pretty much everything. They're more of an anti-terrorist force than police.

I don't think it would make any sense for them to act like terrorists in order to get what they want, everyone knows you're not supposed to negotiate with terrorists.
