Anarchy is the absence of government. It's like in Civilization III- you know when that notice pops up that you've discovered The Republic and all the pesants want to convert over from Feudalism? When you hit ok, and your country goes to shit for a few turns? Anarchy is not a state, it is a vacuum in between two governmental systems, created by the extreme cause that tore down the first.

Which is why I roll my eyes at the backs of cars that have the A tag on them.
