 There was violence within the streets up to the new charter, the provisional government had a difficult time dealing with the [[Old World Insurrectionists]], who wanted nothing to do with Willingston's 'glorious future', and had feared old political habits. Moreover, there was a number of citizens that feared that Willingston's provisional government was just a proxy for another fascist regime, considering there was numerous accounts of documents connecting Willingston and the Nationalists Fascist Party before Lego War II. Even with all this information linking him, the provisional committee could not impeach him, claiming that there was lack of evidence.

 The rebellion was in its full swing by the third year of the new charter. The Old World Insurrectionists had taken over two out of the five districts, and had full control over the STARPORT. However, they had still failed to take full control of the military district. The 2nd Nationalist Home Guard eventually took back the districts by dropping thermobaric pressure bombs in the heavy concentration of rebels. In the aftermath, more than 10,000 were found dead in the streets, with civilian casualty at over 40,000. The newly formed Congressional Board had realized that if they were not to find a diplomatic solution quick, that their past would come creeping back in. Many politicians were against negotiating with the rebels, that they will not allocate an inch of their hard earned city to these terrorists.
