YOu should look at the wc3 designs for navies I don't know where to find them but I think you might get an idea or 2

These paper ships are ideal. Put them in a basin of water to play out the battle. Any destroyed during the battle are set on fire, if they happen to set others on fire it's just malicious koincidence.
