Two options, both three easy steps:
Option 1:
1) open vehicle door
2) shoot/stab/torch/blow up/otherwise kill whoever happens to be driving
3) take control of the vehicle

Option 2:
1) open vehicle door
2) shove whoever happens to be driving out of the vehicle (see above), preferably if the vehicle is a plane (in the air) or a car speeding down the highway)
3) take control of the vehicle

Take your pick.

If your problem is weapons that can't kill the target: get better weapons.
