I'm going to try and update this with a new unit every month. Each hero is going to have a separate section of the army with appropriately themed troops, if I can get a running theme with the basic grunts then that should help make the whole army look more unified.

Yeah, they've been in storage a long time, most of them are probably about 20 years old.

I use various brushes (paintbrush for regular dusting, toothbrush for set-in grime (though you want to be careful while scrubbing because it can scratch the surface if scrubbed too hard)).

A lot of people say they tie their lego in a pillowcase and just toss it in the laundry. I've never tried this myself.
