No, Klaus says that the people of Bavaria are greater weapons than the Shovel because of their fanatic dedication. Bavaria is the best because everyone is a weapon, much like most countries in the brikverse.

Klaus allied Bavaria with the pwnies originally. But after he found out the pwnies had infiltrated his government with brwnie spies, he immediately bribed them to help damage NATO members.
