Reminds me vaguely of Brickmania's Highland Keep. About the same size or something.

But yeah, you could make a roof and just have it have shitty repairs in it, like planks in holes and some sort of primitive windmill on top.

it originally was built to be a abandoned russian office building but I ran out of parts and was not able to make it six floors high and I hate building roofs on anything so I just went with post apoc easy way out.

Ya know, you never see minifig-scale buildings bigger than like 3 stories... Is it the parts-intensiveness, the need to furnish so many floors, or are the legos just not able to support that much weight?

Parts/realism. Three-story buildings are usually not only tall, but wide as well, so that takes even more parts. Also, it would be hard to get to multiple floors unless it were open at the back, which is why Cafe Corner style buildings may not be realistic, but you can get to everything.
