Well, the actual figure has a regular head underneath it. It's supposed to be a person in a suit. I think you can see the face through the mouth.

Solution? Use a blank head painted red, or flip the trans-red head from the atlantis manta guy. (are the other atlantis fish-peoples heads likes this? i've only got the one kit. )

I'd rather use full size minifigs for a dungeon crawl game =/ Those microfigs are too impersonal.
Perhaps the rules can be used but applied to a full scale setup?
