In Galactic Civilizations 2 (complete with all the add ons) My mighty space-faring race had colonised over 40 worlds in about as many solar systems with a fairly decent military and scientific base.
My problem was taxes and morale - My empire was driving itself into the ground at an outstanding rate, and I then found the cause of the problem - each of my worlds was over populated, ranging from about 2 billion to 17 billion to many people on each world.
I pulled the classic Civilization problem, and removed the food supplies from each world for about a month. I luckily managed to avoid rebellion and actually made my people happier and more productive by killing almost a third of my species . . . funny how hitlerisms work out, isn't it?

Damn, I just made colony ships and evacuated the surplus populations then dumped them on any dirt wad peace of shit planet and let them rebel. I'd later return and invade and the planet would have been improved IF it survived and have all sorts of builds that I didn't have to pay for. In SimCity 4, I burned the city to the ground, attacked it with a UFO, Tyrannosaurus Wrecks, and a giant plate throwing robot, then I hit it with tornadoes and comets, and finally I raised a volcano there. During the time I was doing this, I would occasionally go down and look at individual people, then set them on fire.
